GitHub スタッフに GitHub ユーザ名を解放してもらうための申請は https://support.github.com/contact にて、以下の内容をフォームを埋めて送信するだけで完了です。

Thanks for reaching out. You’re in luck — we have classified the @new_username account as inactive and released the username for you to claim! Be quick, as the username is now publicly available and out in the wild. Once it’s claimed, we won’t be able to release it again.

GitHub スタッフが GitHub ユーザー名をリリースしてくれたらすぐに誰でも @new_username を取得可能な状態になります。GitHub スタッフからメールの返信が届き次第、https://github.com/settings/admin から Change username しましょう。
