I suddenly became curious about the etymology of “scratch development” and looked it up, so here’s a memo.

Scratch development is expressed as “scratch development” in English, but I thought the word scratch shouldn’t have meanings like “newly” or “from zero”, so I searched and found that it actually does.

2. [Start line drawn by scratching the ground with a stick]

■ Scratch Development

Development that is completely new from zero without reusing existing products or templates.

In system development, scratch development refers to developing all elements individually from the beginning, rather than customizing or adding functions to specific package products. In software development, scratch development means writing code from nothing without using existing source code or templates. When there are no elements borrowed from elsewhere, it’s sometimes called “full scratch”.

from scratch は”最初から""ゼロから”といった意味で、例えば She baked the cake … - Yahoo!知恵袋 (from scratch means “from the beginning” “from zero”, for example She baked the cake … - Yahoo! Answers)
