The title says it all, but when the volume is low with AirPods Pro + Android, resetting the AirPods Pro solved the issue.

Bluetooth OFF → ON

When only one AirPods Pro can connect via Bluetooth, turning Bluetooth OFF → ON is a common method, but this didn’t solve the low volume issue.

Disable "Absolute Volume" from "Developer Options"

A commonly found article suggests “Disable ‘Absolute Volume’ from ‘Developer Options’”, but in my case, it was already disabled, so it wasn’t related. If you haven’t disabled it, you might want to check this setting.
