Cannot turn OFF responsive design

There was a request to turn off responsive design when viewing on mobile, and I inquired on the WordPress forum, but it seems impossible.

How do I disable responsive layout? | WordPress.org

Q) I’m building the email using the MailPoet3. I set the email layout to 3 columns, so that this email has a responsive layout when viewed on mobile device. But I want to disable it.

Does anyone know how to disable responsive layout?
